Pushing to rein in North Korea, Kerry to meet Japan leaders

TOKYO (Reuters) - U.S. Secretary of State John Kerry arrived in Japan on Sunday, the last stop on an Asian tour aimed at solidifying support for curbing North Korea's nuclear program and reassuring U.S. allies after weeks of threats of war from Pyongyang.

The North has threatened for weeks to attack the United States and South Korea since new U.N. sanctions were imposed in response to its latest nuclear arms test in February. Speculation has mounted of a new missile launch or nuclear test.

"We must make them (North Korea) recognize that their provocative actions will not benefit them at all," Kyodo news agency quoted Japanese Prime Minister Shinzo Abe as saying during a tour on Sunday of Iwo Jima, the site of a major battle towards the end of World War Two.

Kerry's talks with his Japanese counterpart, Fumio Kishida, coincide with preparations for the North's biggest holiday of the year on Monday, the Day of the Sun, the birth date of state founder Kim Il-Sung - an occasion for pomp and perhaps a military display.

The North's state media, one of the few ways of glimpsing what is happening in the reclusive country, have so far ignored Kerry's talks in Beijing and Seoul.

On Sunday, state television showed officials and servicemen applauding speeches extolling Kim Il-Sung in a vast hall, a giant portrait of the state founder hanging from a backdrop.

The KCNA news agency reported at length on floral tributes to the leader who launched the 1950-53 Korean War. But it also rejected as a "cunning trick" South Korean President Park Geun-hye's suggestion last week of holding talks with the North.

"If South Korea truly does have a will to have talks, they should rather change their confrontational attitude instead of playing on words," the agency said, quoting the Committee for the Peaceful Reunification of Korea.

North Korea has repeatedly said it has no intention of abandoning its nuclear program.

The South Korean capital, Seoul, displayed the calm it has shown throughout the crisis. Residents strolled in bright sunshine, visiting street bazaars and ancient temples.

On Saturday, Kerry met leaders in China, the North's sole diplomatic and financial benefactor, and said China and the United States were committed to "the denuclearization of the Korean peninsula in a peaceful manner".

During his first stop in South Korea, where the United States has 28,000 troops stationed, Kerry said North Korea, furious at joint U.S.-South Korean military drills, would be making a "huge mistake" if it were to launch a missile during the current stand-off.

He also said China was in a position to influence the North's policy and had to put "some teeth" into efforts to persuade Pyongyang to alter its policies.

Japan, separated from North Korea by less than 1,000 km (625 miles) of water and a frequent target of its anger, is well within range of North Korea's medium-range missiles.

DESTROYERS, INTERCEPTOR MISSILES

Japanese news reports said Tokyo had sent Aegis-class destroyers capable of missile interception to the Sea of Japan. Patriot Advanced Capability-3 interceptor missiles have been deployed at key locations in the capital and surrounding areas.

In Beijing, Kerry said that if North Korea abandoned its nuclear capabilities, the United States would have no reason to maintain recently deployed defensive capabilities - like new or expanded missile defense systems in Alaska and Guam.

Kerry's agenda in Tokyo is also likely to include talks about Japan's territorial disputes with China, and the future of U.S. bases in Japan.

The United States and Japan this month announced an accord for the return to Japan of a U.S. air base there, a step towards resolving an issue that has long troubled relations.

On his way into Tokyo, Kerry paid a brief visit to the city's Zojoji temple, where he lingered in its doorway amid the sound of gongs and the scent of incense. He also played with a friendly toddler, Ryousei Furuta, outside the temple and took a look at a Himalayan cedar tree planted in 1879 by General Ulysses Grant, the 18th president of the United States.

Toronto's Reyes likely out until All-Star break

KANSAS CITY, Mo. (AP) ? All-Star shortstop Jose Reyes likely will be sidelined until the All-Star break because of a severely sprained left ankle.

Ten games into his Toronto Blue Jays career, Reyes was injured during an awkward slide into second base during Friday night's 8-4 win over the Kansas City Royals.

"It is frustrating. I love baseball so much," Reyes said. "I love to be with my teammates on the field and helping my ballclub. Now I know I'm not going to be there for a little while. It's kind of disappointing for me. I've been through some injuries in my career. I don't like that. Injuries are part of the game and I have to deal with it."

Reyes, a four-time All-Star, was carted off the field Friday and placed on the 15-day disabled list Saturday.

"A MRI came back, no fracture, but it's a severe sprain," Blue Jays general manager Alex Anthopoulos said. "Right now, it looks like it will be three months, and that's just getting to the point that he's back in a big league game. It could be six to eight week of rest and rehab."

Reyes, acquired from Miami during the offseason after one season with the Marlins, is hitting .395 and led the major leagues with five stolen bases. He was on crutches in the Blue Jays clubhouse.

"We'll wait for swelling to subside, and probably in five to six days get another MRI just to make sure there isn't anything they missed," Anthopoulos said. "The biggest thing is there is going to be no surgery at this point. The next MRI will confirm all of that. We're not really out of the woods entirely, but again off of what the doctors have said, they feel pretty confident they have a pretty good read on it."

Reyes knew right away that the injury probably was severe.

"I heard something pop in my ankle. I know from the beginning that I did something that's not right there," he said. "I was in pain right away. It's kind of disappointing because I don't know how that happens so fast. I have to deal with this one more time. The same thing happened in 2003 in New York."

Reyes said he was too close to the base when he started his slide on the stolen base.

"When I looked up to see the base, the base was right next to me," Reyes said. "At that time, I didn't know what to do. I tried to go feet first. I never go feet first. When I steal, I always go feet fast. Everything happened so quick.

Toronto selected the contract of shortstop Munenori Kawasaki from Triple-A Buffalo. Kawasaki, down to bat ninth Saturday against the Royals, hit .192 in 61 games last season with Seattle.

"I guess there is always the potential if he plays well he could be here a little bit longer," Anthopoulos said. "The thought is it will be short-term. We're still going to be active talking to other teams, seeing who else we can bring in. We don't have to, but we've talked about it."

But there are limits to what he's willing to do.

"We're not going to be going after a front-line guy, knowing right now we expect Jose will be back sometime around the All-Star break," Anthopoulos said. "We're not going to be going after someone that's on a long-term deal or former All-Star, that's probably not going to happen especially knowing we're going to give the job right back to Jose."

Like father like son? Brandon Cronenberg debuts with 'Antiviral'

LOS ANGELES (Reuters) - Breaking out of a famous parent's shadow can be daunting, but Brandon Cronenberg, son of Canadian filmmaker David Cronenberg, is rising to the challenge with his first feature film, the science-fiction "Antiviral."

Opening in U.S. movie theaters on Friday, "Antiviral" was written and directed by the 33-year-old Cronenberg and satirizes society's obsession with celebrity with a horrific twist.

The film stars Caleb Landry Jones as Syd March, an employee at a clinic that harvests viruses from sick celebrities and sells the injections to obsessed fans. When Syd becomes infected with a virus that killed a popular starlet, he has to solve the mystery of her death to save his own life.

Critics are comparing "Antiviral" to David Cronenberg's early work, which included such classic sci-fi horror films as "Videodrome," "The Fly" and "Dead Ringers."

While Brandon Cronenberg acknowledges the connection, he says some of it "is very legitimate and some of it is kind of overstated.

"This film has horror science fiction elements, technology elements, bodily elements so I get why people make those comparisons," he said.

However, he noted that his father's filmography also includes the crime thrillers "The History of Violence" and "Eastern Promises" and the biographical "A Dangerous Method," which are not in the sci-fi genre at all.

"My dad has had a very broad varied career and it would be very hard for me to make a film that didn't touch on anything that he hasn't touched on," Cronenberg said.

CELEBRITY OBSESSION

The concept for "Antiviral" came to Cronenberg while he was studying film at university and caught the flu.

"I was obsessing over the fact that I had this thing physically in my body that had come from someone else's body and how that was a weirdly intimate thing," the filmmaker said.

Cronenberg wondered if a fan obsessed with Angelina Jolie would want the actress's cold "as a way of physically feeling connected to her."

He said he thought it would make "an interesting metaphor for discussing the (celebrity-obsessed) culture" fueled by 24/7 websites such as TMZ.com and magazines like Us Weekly.

Chuck Wilson from The Village Voice wrote that with "Antiviral," the younger Cronenberg "proves to be just as hide-your-eyes yucky" as his father was in early films.

Kevin Jagernauth, a critic at Indiewire.com's movie blog The Playlist, called the film "exactly the oddball and crooked tale you'd want and expect from a Cronenberg with all the gratuitous blood, pus, bone and multiple closeups of needles piercing skin you could ask for."

Brandon Cronenberg decided to pursue film in his early twenties after trying his hand at writing fiction, the visual arts and playing in bands.

While in film school, he made a number of shorts, making a conscious effort to "ignore as much as possible (my father's) career and to just do what was interesting to me."

He said he's not trying to "embrace deliberately or avoid deliberately" topics that his father might do.

"If I was trying to completely avoid anything that people would see as connected to his stuff, I would be defining myself totally in opposition to his career, which would be still be defining myself in terms of his career," Cronenberg said.

So is David Cronenberg, 70, proud of his son's debut?

"Yeah, I think so," said Brandon Cronenberg before breaking in to a laugh. "But he has to say that."

Cyprus president to EU: Help

NICOSIA, Cyprus (AP) ? Cyprus' president says he will ask the European Union to provide more help to the crisis-hit country, which has to pay for most of its 23 billion euro ($30 billion) bailout.

President Nicos Anastasiades said Friday that he will send letters to EU Commission President Jose Manuel Barroso and EU Council chief Herman Van Rompuy telling them of the "need for a change of EU policy" toward Cyprus by offering additional assistance.

Anastasiades didn't specify what kind of help he will seek.

Cyprus has seen its share of the bailout cost swell to 13 billion euros according to a draft document by its creditors ? the European Commission, the European Central Bank and the International Monetary Fund. That's almost double what it was initially meant to pay.

Majority now supports gay marriage: Poll

As the Supreme Court debates the constitutionality of gay marriage issues and politician after politician comes out in support of same-sex marriage, a new poll (pdf) finds that a majority of Americans?53 percent?believe same sex couples should be able to marry and increasing numbers say they know someone who is gay.

Forty-two percent of respondents in the NBC News/Wall Street Journal poll said they oppose gay marriage, and support and opposition largely broke along partisan lines, according to NBC's analysis. Some 73 percent of Democrats said they support same-sex nuptials, while 66 percent of Republicans were opposed. Fifty-four percent of independents were in support.

Seventy-nine percent of adults surveyed said they know or work with someone who is gay or lesbian?a sharp increase from December poll figures that showed 65 percent of respondents knew someone who was gay or lesbian.

But the adults surveyed said that a personal connection doesn't influence their viewpoint. Fifty-eight percent of those surveyed who said they know someone who was gay or lesbian said it doesn't influence their support or opposition to gay marriage. Fifteen percent said it did make them more likely to support it, and 4 percent said it made them less likely to support it.

More...The poll was somewhat split on who should have the final word on the issue. Sixty-three percent of respondents said the federal government should recognize marriages in states where it is legalized (34 percent opposed that prospect). And 56 percent of those surveyed think that issue of permitting gay marriage should be left to the federal government.

Other social issues were tackled in the April 5-8 survey, including:

-Abortion: A majority?52 percent?said it should be illegal either most or all the time, while 45 percent said it should be legal most or all the time.

-Guns: 55 percent said laws related to the sale of firearms should be more strict; 34 percent disagree.

-Sequester: A majority, 58 percent, said the across-the-board federal spending cuts impact them "not much"; 6 percent said "not at all"; 17 percent said "just some"; 7 percent said "quite a bit"; and 9 percent said "a great deal."

A promising research study in Spain, published in ?the Archives of General Psychiatry, revealed a link between lower depression rates and the Mediterranean diet. ?This study followed 10,000 adults for 4 ? years and found those who consumed a Mediterranean diet, (rich in foods containing omega 3?s such as fatty fish, olive oil and walnuts), were nearly 50% less likely to develop depression than those who did not.? None of the participants had any depressive symptoms at the start of the study, and the data was based on participants self-reporting their dietary intake. (1)

The Mediterranean diet focuses on physical activity and eating plant based foods such as fruits, vegetables, whole grains, legumes and nuts.? ??Oily fish such as salmon, sardines or tuna are another mainstay as they are laden with healthy omega 3 fatty acids.? Omega 3 are essential for cell membrane growth and my reduce inflammation, increasingly connected to chronic illness.? Deficiency in omega 3 levels are also linked to depression and, not surprisingly, depression rates are lowest in countries like Japan and Iceland, where fatty fish is a staple.? Additionally,?? a Canadian study suggested that use of omega 3 supplements eased the symptoms of those diagnosed with depression unaccompanied by an anxiety disorder.(2) Unfortunately, omega 3 rich foods have seen a decline in American households in the past century, and have been substituted with animal fat and processed foods. Many point to this abandoning of a more natural, plant based diet as contributing to the increase in heart disease, obesity, and rising depression rates.

While it?s clear that eating a well balanced, omega 3 rich diet is part of a healthy lifestyle, and may have a positive impact on mood, it is no panacea for clinical depression.? ?Your physician or a psychiatrist can best assess your mood state and provide a diagnosis and treatment plan. ?And, as with all mood disorders, customary treatment includes talk therapy, medication and behavior changes.? 15 years after Good Friday Agreement, an imperfect peace in Northern Ireland

On this date in 1998, republicans and unionists put an end to the 'Troubles' that had ravaged the region for decades. But a permanent peace remains a more remote prize.

Fifteen years ago today, one of Europe's longest and seemingly most intractable conflicts came to an end. On April 10, 1998, Irish republicans and unionists signed the Good Friday Agreement, a peace accord that put a formal end to the "Troubles," a slow-burn civil war that had been going on in earnest since 1969.

Well, in fact, they didn't sign it. Nothing was actually signed on paper by the opposing sides. But they did agree to it, marking the end of the beginning of the Irish peace process.
?
The guns had already fallen silent two years previously, with both the Irish Republican Army and their unionist antagonists declaring a cease-fire within a six-week span. In the years that followed, a new British prime minister, Tony Blair, and his Irish counterpart, Bertie Ahern, worked to bring reluctant unionists to the table with their hated and feared old enemies.

And on this date 15 years ago, they succeeded: the Ulster Unionist Party agreed to work with republicans, something that would have been unimaginable just a short time earlier.

Life in Northern Ireland has been transformed since that day, no one disputes that. But the conflict has not been replaced with perfect peace. In July 1998, three young Catholic children were killed when the Ulster Volunteer Force, supposedly on ceasefire, firebombed their home. The infamous Omagh bomb, planted by dissident republicans, was to go off on August 15 of the same year, killing 29. And there have been murders carried out by both unionist and republican groups since then, as well as annualized rioting.

In some ways, the post-Good Friday state of affairs mirrors that of Northern Ireland prior to 1969, with sporadic episodes of violence punctuating a shaky peace. Still, with Irish republicans represented in government and Catholics no longer discriminated against in jobs, education, and housing, it is difficult to imagine the same sense of grievance that give birth to the conflict being nurtured ever again.

The problem, as with so many conflicts today, is that an honest desire to put an end to bloodshed and misery may not so much bring about peace as?transform violence into deep-frozen cultural and pseudo-political resentments.
?
In Northern Ireland, as elsewhere, there was no single winner or loser. Both sides can legitimately claim to have won, or to have lost. Whichever they claim depends on how they are feeling at any given moment. This year's rioting in Northern Ireland, sparked by a decision to fly the British Union flag over Belfast city hall on state occasions rather than every day, speaks of a unionist community that is brittle and fearful. A community that thinks it has lost. A community that feels abandoned and is itself now nursing a sense of grievance.
?
High-flown talk about plurality and neutrality simply do not reflect reality on the ground, except perhaps in a few well-to-do areas.
?
No one, other than a few extremists on the fringes of unionism and republicanism, wants to see a return to violence in Northern Ireland, and so the architects of the Good Friday Accord can rightfully claim a victory on that front. A permanent peace remains a more remote prize.

Texas executes inmate convicted in 1990 murder and rape

AUSTIN, Texas (Reuters) - Texas executed a convicted murderer on Tuesday by lethal injection for killing a man then raping the victim's fianc?e, even as he maintained to the end that he was "not a killer," according to the Texas Department of Criminal Justice.

Eleven other convicts are scheduled to be executed before the end of July in Texas, which has put to death more people than any other U.S. state since the death penalty was reinstated in 1976. Last year, it executed 15 people.

Rickey Lewis was convicted of shooting to death George Newman, 45, in 1990 while burglarizing Newman's home in East Texas.

After the shooting, Lewis, then 28, raped Newman's fianc?e and stole her vehicle, according to the criminal justice department. The fianc?e later climbed out of a bathroom window and drove to a store to call police, the department said.

In his last statement, Lewis said he was sorry for what happened to the woman, but then said, "If I hadn't raped you then you wouldn't have lived." He denied killing Newman and robbing the house.

"When I saw you in the truck driving away, I could have killed you but I didn't," said Lewis, according to a statement provided by prison officials. "I'm not a killer."

DNA analysis showed that Lewis' blood and semen matched traces found at the scene, according to an account of the case from the state attorney general's office.

Lewis already had a long criminal record, including a conviction for assaulting an 18-year-old woman who had gotten in the way of his attempt to burglarize her family's vehicles.

Lewis had said that he had mental disabilities, and those claims delayed a 2003 execution date, but his execution was later rescheduled.

His death marks the second execution this year in Texas and the sixth in the United States, according to the Death Penalty Information Center.

Dozens die, hundreds hurt in Iran earthquake

TEHRAN, Iran (AP) ? A 6.1 magnitude earthquake killed at least 37 and injured hundreds more in a sparsely populated area in southern Iran on Tuesday, Iranian officials said, adding that it did not damage a nuclear plant in the region.

The report said the earthquake struck the town of Kaki some 96 kilometers (60 miles) southeast of Bushehr, a town on the Persian Gulf that is home of Iran's first nuclear power plant, built with Russian help.

"No damage was done to Bushehr power plant," Bushehr provincial governor Fereidoun Hasanvand told state TV. He said 37 people had died so far and 850 were injured, including 100 who were hospitalized.

The plant's chief, Mahmoud Jafari, confirmed the site's condition to semi-official Mehr news agency, saying that it is resistant to earthquakes of up to magnitude eight.

Water and electricity were cut to many residents, said Ebrahim Darvishi, governor of the worst-hit district Shonbeh.

The UN's nuclear watchdog agency said on its website that it had been informed by Iran that there was no damage to the plant and no radioactive release and, based on its analysis of the earthquake, was not seeking additional information. The International Atomic Energy Agency statement indicated that it was satisfied there was little danger.

Shahpour Rostami, the deputy governor of Bushehr province, told state TV that rescue teams have been deployed to Shonbeh.

Three helicopters were sent to survey the damaged area before sunset, said Mohammad Mozaffar, the head of Iran's Red Crescent rescue department. He said damage was particularly bad in the village of Baghan.

Kaki resident Mondani Hosseini told The Associated Press that people had run out into the streets out of fear.

Dozens of aftershocks have been reported by the official IRNA news agency since the earthquake, which occurred at 16:22 local time, 11:58 GMT.

Iran announced three days of mourning.

The quake was felt across the Gulf in Bahrain, the United Arab Emirates and Qatar, where workers were evacuated from high-rise buildings as a precaution.

Earlier on Sunday a lighter earthquake jolted the nearby area. Iran is located on seismic faults and it experiences frequent earthquakes.

In 2003, some 26,000 people were killed by a 6.6 magnitude quake that flattened the historic southeastern city of Bam.

In Russia, the head of the state agency responsible for the Bushehr project said the reactor was not producing fission by chain reaction when the tremor occurred.

"Personnel at the station are continuing to work in a normal regime, the radiation conditions are within the norms of natural background," Igor Mezenin was quoted as saying by the ITAR-Tass news agency.

N. Korea warns foreigners to leave South

SEOUL (Reuters) - North Korea warned foreigners in South Korea on Tuesday to quit the country because they were at risk in the event of conflict, the latest threat of war from Pyongyang.

Soaring tensions on the peninsula have been fuelled by North Korean anger over the imposition of U.N. sanctions after its last nuclear arms test in February, creating one of the worst crises since the end of the Korean War in 1953.

"We do not wish harm on foreigners in South Korea should there be a war," said the KCNA news agency, citing its Korea Asia-Pacific Peace Committee.

Last week Pyongyang advised embassies there to consider pulling out in case of war. Earlier on Tuesday, North Korean laborers failed to turn up for work at a factory complex operated with South Korea, effectively shutting down the last major symbol of cooperation between the hostile neighbors.

Few embassies in Seoul have advised their citizens to quit. The United States, which has also been threatened by Pyongyang, has said there were no imminent signs of threats to American citizens.

Pyongyang has shown no sign of preparing its 1.2 million-strong army for war, indicating the threats could be partly intended for domestic purposes to bolster Kim jong-un, 30, the third in his family to lead the reclusive country.

South Korea's president said she was disappointed at North Korea's decision to halt operations at the Kaesong industrial park, which generates $2 billion in trade for the impoverished state.

News of the Kaesong closure diverted attention from speculation that the North was about to launch some sort of provocative act this week -- perhaps a missile launch or new nuclear test. However, residents of Seoul carried on with daily activities with no trace of anxiety.

A spokesman for textile company Taekwang Industrial and at least two other firms said North Koreans workers did not show up for work and that production had stopped.

"North Korean workers didn't come to work today, and production has halted in our Kaesong facilities," said a spokeswoman for Shinwon, a women's clothing maker.

About 475 South Korean workers and factory managers remain in Kaesong, a few km (miles) inside the border with North Korea. The South Korean government said 77 would return on Tuesday.

An executive at another South Korean apparel firm running a factory in Kaesong said late on Monday his employees had told him they would stay.

"I don't know what to do, honestly. I can't simply tell my workers to leave or stay," said the executive, who requested anonymity.

ANXIOUS WORKERS

Many South Koreans have been reluctant to leave, worried about the impact on their companies and jobs. Some bedded down in budget hotels at the South Korean border town of Paju in the hope that the zone would soon re-open.

"I have been feeling anxious now and then. Now it's really preposterous facing this," said Shing Dong-chul, 55, a South Korean worker who transports wire made in Kaesong.

"North Korean workers didn't talk a lot, but they appeared to have complaints about Kaesong being closed. They worried whether they would be working or not."

North Korean workers at the park have appeared increasingly agitated in recent days, refusing to talk to their colleagues.

Addressing a cabinet meeting, South Korean President Park Geun-hye described the suspension of Kaesong as "very disappointing" and said investors would now shun the North.

"Investment is all about being able to anticipate results and trust and when you have the North breaking international regulations and promises like this and suspending Kaesong while the world is watching, no country in the world will invest in the North," Park said.

More than 100 representatives from businesses operating at Kaesong held an emergency meeting at which they pleaded for the South Korean government to intervene to re-open the facility.

"Re-opening the gates to Kaesong would be the greatest step towards normalizing operations," Yoo Chang-keun, a senior representative of firms in the complex, told reporters.

South Korean markets, which until recently had taken little notice of the turmoil, took a battering on Tuesday.

Stocks slipped to another four-month low, having lost nearly 4 percent since last Wednesday, when North Korea first began restricting access to Kaesong. The won currency moved little, but stood at its lowest since last July.

The North's official KCNA news agency said on Monday that the complex was being suspended as Seoul was trying to "turn the zone into a hotbed of war" against the North. It said no decision had yet been made on shutting it for good.

Few experts had expected Pyongyang to jeopardize Kaesong, which employs more than 50,000 North Koreans making household goods for 123 South Korean firms.

"They're using this as shock therapy because, regardless of what they say, if they close Kaesong the damage they will sustain will not be small," said Moon Seong-mook, a retired South Korean brigadier general who took part in previous military talks with the North.

LAST VESTIGE OF RAPPROCHEMENT

The zone is practically the last vestige of the "Sunshine Policy" of rapprochement between the two Koreas and a powerful symbol that the divided country could one day reunify.

South Korean companies are estimated to have invested around $500 million in the park since 2004.

World leaders have expressed alarm at the crisis and the prospect of a conflict involving a country claiming to be developing nuclear weapons.

China, the North's sole diplomatic and financial ally, has shown increasing impatience with Pyongyang. Russian President Vladimir Putin said hostilities could create a cataclysm worse than the 1986 Chernobyl nuclear disaster.

The North is also angry at weeks of joint U.S.-South Korean military exercises off the coast of the peninsula, with B-2 stealth bombers dispatched from their U.S. bases.

But the United States announced the postponement last weekend of a long-planned missile launch, a move officials said was aimed at easing tensions on the peninsula.

North Korean authorities told embassies in Pyongyang they could not guarantee their safety from Wednesday, after saying conflict was inevitable amid the joint U.S.-South Korean military exercises due to last until the end of the month. No diplomats appear to have left the North Korean capital.

U.S. Secretary of State John Kerry visits Seoul this week and the North holds celebrations, and possibly military demonstrations, next Monday to mark the birth date of its founder, Kim Il-Sung - the current leader's grandfather.

In Washington, U.S. Deputy Defense Secretary Ashton Carter urged China at a forum to use its influence with the North and said Moscow wanted similar action from Beijing.

"I think Russia, like others beholding this situation in North Korea, would like to see China exercise more of the influence that it evidently has with North Korea," Carter said.

But Chinese criticism of North Korea is unlikely to mean tough new action against Pyongyang because China would see any collapse of its troublesome neighbor as a disaster.

"I don't think we'll see dramatic shifts overnight and I don't think we'll see publicly announced shifts," said Paul Haenle, former China director on the U.S. National Secretary Council. "This is the kind of thing that will happen gradually and will happen behind the scenes."

Women with elite education opting out of full-time careers: Women with MBA's are most likely to work less

Apr. 8, 2013 ? The battle for work-life balance among female white collar employees, especially those with children, is something women have struggled with for decades. Though past studies have found little evidence that women are opting out of the workforce in general, first-of-its-kind research by Vanderbilt professor of law and economics Joni Hersch shows that female graduates of elite undergraduate universities are working much fewer hours than their counterparts from less selective institutions.

"Even though elite graduates are more likely to earn advanced degrees, marry at later ages and have higher expected earnings, they are still opting out of full-time work at much higher rates than other graduates, especially if they have children," said Hersch.

Hersch's research finds that 60 percent of female graduates from elite colleges are working full-time compared to 68 percent of women from other schools.

It's All About the Kids

The presence of children strongly influences how much a woman works. Labor market activity is lower for women with children, but the gap between those women with and without children is largest for elite graduates. Among elite graduates, married women without children are 20 percentage points more likely to be employed than their elite counterparts with children, while among non-elite graduates, the difference in the likelihood of employment is 13.5 percentage points.

MBA Moms Work Least of All

Hersch found that when comparing graduates from elite and less selective schools, the largest gap in full-time labor market activity is among women who also earned a master's in business degree.

"Married MBA mothers with a bachelor's degree from the most selective schools are 30 percentage points less likely to be employed full-time than are graduates of less selective schools," said Hersch.

The full-time employment rate for MBA moms who earned bachelor's degrees from a tier-one institution is 35 percent. In contrast, the full-time employment rate for those from a less-selective institution is 66 percent. The gap remains even after taking into account the selectivity of MBA institution, personal characteristics, current or prior occupation, undergraduate major, spouse's characteristics, number and age of children, and family background.

Fewer Female CEO'S?

Hersch contends these statistics show that the greater rate of opting out by MBA moms with undergraduate degrees from elite institutions has implications for women's professional advancement.

"Elite workplaces, like fortune 500 companies, prefer to hire graduates of elite colleges," said Hersch. "Thus, lower labor market activity of MBA's from selective schools may have both a direct effect on the number of women reaching higher-level corporate positions as well as an indirect effect because a smaller share of women in top positions is associated with a smaller pipeline of women available to advance through the corporate hierarchy," said Hersch.

Hersch found a similarly large gap among women who later earned a master's in education. 66 percent of tier-one graduates are employed full-time compared to 82 percent of graduates from non-elite institutions.

Other factors also contribute to which women are working more hours.

"Estimates show greater labor activity among women with a bachelor's degree in a field other than arts and humanities; those with graduate degrees; those in higher-level occupations such as management, science, education and legal; and women who are not white," said Hersch.

Why Opt Out?

A common question associated with opting out is whether highly educated women are willingly choosing to exit the labor force to care for their children or whether they are 'pushed out' by inflexible workplaces. But Hersch said this hypothesis of inflexible workplaces does not explain why labor market activity differs between graduates of elite and non-elite schools.

"Graduates of elite institutions are likely to have a greater range of workplace options as well as higher expected wages than graduates of less selective institutions, which would suggest that labor market activity would be higher among such women," Hersch writes.

"Without discounting the well-known challenges of combining family and professional responsibilities, increasing workplace flexibility alone may have only a limited impact of reducing the gap between graduates of elite and non-elite schools."

Hersch gathered her data from the 2003 National Survey of College Graduates, which provided detailed information for more than 100,000 college graduates. The survey was conducted by the U.S. Census Bureau for the National Science Foundation.

To identify schools considered elite and to put these schools into tier levels, Hersch used both the Carnegie classification and the Barron's Profiles of American Colleges. The Barron's Profiles look at quality indicators of each year's entering class (SAT or ACT, high school GPA and high school class rank, and percent of applicants accepted). Barron's then places colleges into seven categories: most competitive, highly competitive, very competitive, competitive, less competitive, noncompetitive, and special.

The Carnegie classifications are based on factors such as the highest degree awarded; the number, type, and field diversity of post-baccalaureate degrees awarded annually; and federal research support. For example, Research I universities offer a full range of baccalaureate programs through the doctorate, give high priority to research, award fifty or more doctoral degrees each year, and receive annually $40 million or more in federal support.

SKorean official says he misspoke about nuke test

SEOUL, South Korea (AP) ? A top South Korean official said Monday he misspoke earlier in the day when he told lawmakers there is an "indication" that North Korea is preparing for a nuclear test. But that doesn't change what Seoul has been saying for months: that Pyongyang has already prepared a tunnel for a nuclear blast and can use it whenever it wants.

When a lawmaker asked whether there was an indication of increased personnel and vehicles at the North's nuclear test site, Unification Minister Ryoo Kihl-jae said "there is such an indication." He said he couldn't say more because it involved confidential intelligence.

The comments in a parliamentary session were recorded on video, but Ryoo later told lawmakers he couldn't remember making them and didn't mean to say them. He said he was "startled" by reports carrying his earlier comments.

A Unification Ministry official said that Ryoo had intended to say that North Korea has long been ready to conduct a nuclear test. She spoke on condition of anonymity because she wasn't authorized to speak publicly about the matter.

After Ryoo's initial comments, South Korean Defense Ministry spokesman Kim Min-seok said there are vehicle and personnel activities at the northeastern test site but they are seen as "usual" activities, not an "indication for a nuclear test." Kim said North Korea can conduct a nuclear test anytime if decides to do so.

South Korea has said the North prepared two tunnels for a nuclear test, but used only one Feb. 12.

The confusion over a possible nuclear test came a day after another top South Korean official said a North Korean missile test may be in the works around Wednesday.

Either a nuclear test or a missile test would escalate tensions that have been rising for weeks on the Korean Peninsula, and would likely invite a new round of U.N. Security Council sanctions over North Korea's nuclear and rocket activity. The U.S. and South Korea have been raising their defense posture, and foreign diplomats were considering a warning from Pyongyang that their safety in North Korea could not be guaranteed beginning Wednesday.

After Ryoo's initial comment, United Nations Secretary-General Ban Ki-moon urged North Korea on Monday not to carry out a new nuclear test, saying it would be a "provocative" act amid soaring tensions.

"I have repeatedly expressed my great concern about the continued inflammatory rhetoric from Pyongyang," Ban told reporters in the Netherlands after meeting Dutch Foreign Minister Frans Timmermans. "Making any threat relating to nuclear weapons is not a game."

North Korea has unleashed a flurry of war threats and provocations over U.N. sanctions for its last nuclear test, and over ongoing U.S.-South Korean military drills, which the allies say are routine but Pyongyang says is a preparation for a northward invasion.

Last week, North Korea warned nations with embassies in Pyongyang that it would not be able to guarantee the safety of their staffs as of Wednesday.

The warning prompted South Korean President Park Geun-hye's national security director to say that Pyongyang may be planning a missile launch or another provocation around Wednesday, according to presidential spokeswoman Kim Haing.

During a meeting with other South Korean officials, the official, Kim Jang-Soo, also said the notice to diplomats and other recent North Korean actions are an attempt to stoke security concerns and to force South Korea and the U.S. to offer a dialogue. Washington and Seoul want North Korea to resume the six-party nuclear talks ? which also include China, Russia and Japan ? that it abandoned in 2009.

The roughly two dozen countries with embassies in Pyongyang appeared to be staying put, for now at least.

Sweden, which looks after U.S. interests in North Korea because Washington and North Korea lack diplomatic relations, and Brazil have no plans to withdraw any diplomats from Pyongyang at this stage, according to their foreign ministries Sunday. Brazil said it is keeping a close eye on the situation but at this time see no reason to change the decision. There has been no advisory that staff at the Egyptian Embassy will leave or suspend their work.

The Pentagon has strengthened missile defenses and made other decisions to combat the potential threat, and postponed a missile test, scheduled for this week in California, to avoid raising tensions further. U.S. Gen. Martin Dempsey, the Joint Chiefs of Staff chairman, said Sunday that he doesn't believe North Korea will engage in military action soon, "but I can't take the chance that it won't."

Dempsey said the U.S. has been preparing for further provocations or action, "considering the risk that they may choose to do something" on one of two nationally important anniversaries ? April 15, the birth of North Korean founder Kim Il Sung, and April 25, the creation of the North Korean army.

Tensions between Seoul and Pyongyang led South Korea's Joint Chiefs of Staff to announce Sunday that its chairman had put off a visit to Washington. The U.S. military said its top commander in South Korea had also canceled a trip to Washington.

The South Korean defense minister said Thursday that North Korea had moved a missile with "considerable range" to its east coast, possibly to conduct a test launch. His description suggests that the missile could be the Musudan missile, capable of striking American bases in Guam with its estimated range of up to 4,000 kilometers (2,490 miles).

Amid North Korea's threats and warnings, it has blocked South Korean workers and cargo from entering its Kaesong industrial complex, where South Korean companies have employed thousands of North Korean workers for the past decade.

North Korea is not forcing South Korean managers to leave the factory complex, and about 500 of them remained at Kaesong on Monday. But the entry ban at the park, the last remaining inter-Korean rapprochement project, is posing a serious challenge to many of the more than 120 South Korean firms there because they are running out of raw materials and are short on replacement workers. More than a dozen of the companies have stopped their operations in Kaesong.

A high-level North Korean official visited the industrial zone on Monday, the official Korean Central News Agency reported. It said that Kim Yang Gon, secretary of the Central Committee of the Workers' Party of Korea, blamed South Korea for making it impossible to operate to zone as usual.

South Korea's finance minister, Hyun Oh-seok, said Monday that it is "quite ridiculous" for North Korea to be closing the border at Kaesong. "North Korea has nothing to gain from this kind of things," he said at a news briefing.

Hyun said the government is looking at ways to help Kaesong firms.

Chinese President Xi Jinping said Sunday ? without specifically mentioning North Korea ? that no one country should be allowed to upset world peace.

"The international community should advocate the vision of comprehensive security and cooperative security, so as to turn the global village into a big stage for common development rather than an arena where gladiators fight each other. And no one should be allowed to throw the region, or even the whole world, into chaos for selfish gains," Xi said Sunday at the Boao Forum for Asia, a China-sponsored talk shop for the global elite. He said China would work to reduce tensions over regional hotspots.

Seoul and Washington are taking the threats seriously, though they say they have seen no signs that Pyongyang is preparing for a large-scale attack.

Kim Jang-soo, the national security director, said the North would face "severalfold damages" for any hostilities. Since 2010, when attacks Seoul blames on North Korea killed 50 people, South Korea has vowed to aggressively respond to any future attack.

In recent weeks, the U.S. has followed provocations from North Korea with shows of force connected to the joint exercises with South Korea. It has sent nuclear capable B-2 and B-52 bombers and stealth F-22 fighters to participate in the drills.

In addition, the U.S. said last week that two of the Navy's missile-defense ships were moved closer to the Korean Peninsula, and a land-based missile-defense system is being deployed to the Pacific territory of Guam later this month. The Pentagon last month announced longer-term plans to strengthen its U.S.-based missile defenses.

North Korea successfully shot a satellite into space in December and conducted its third nuclear test in February. It has threatened to launch a nuclear attack on the United States, though many analysts say the North hasn't achieved the technology to manufacture a miniaturized nuclear warhead that could fit on a long-range missile capable of hitting the U.S.

QNB Group announces financial results for three months ended 31 ...

Key indicators of the financial results for the three months ended 31March 2013 are shown below. These results do not include financial results of NSGB- Egypt. QNB Group has recently concluded the acquisition of a controlling stake in NSGB amounting to 97.12%. It is anticipated that the incorporation of the financial results of NSGB will be completed during the second quarter of 2013.

- Robust balance sheet growth

Total assets increased by 22.2% from March 2012 to reach QR380bn, the highest ever achieved by the Bank. This was the result of a strong growth rate of 28.7% in loans and advances to reach QR259bn, while customer deposits increased by 28.2% to QR280bn.

- Maintenance of an outstanding assets quality

The Bank was able to maintain the ratio of non-performing loans to gross loans at 1.4%, a level considered one of the lowest amongst banks in the Middle East and Africa, reflecting the high quality of the Group's loan book and the effective management of credit risk. The Group's conservative policy in regard to provisioning continued with the coverage ratio reaching 119% in March 2013.

- Increased revenues with improved efficiency

Total operating income, including the share of results of associates, increased to QR3.0bn, up by 5.5% compared to March 2012, demonstrating QNB Group's success in achieving strong growth across the range of revenue sources. Net interest income increased by 4.7% to reach QR2.4bn, with net fees and commissions and net gain from foreign exchange reaching QR350m and QR172m, respectively, reflecting success in diversifying sources of income.

The Group's prudent cost control policy and strong revenue generating capability allowed it to maintain efficiency ratio (cost to income ratio) of 17.7%, which is considered one of the best ratios among financial institutions in the region.

- Robust capitalisation

Total Equity increased by 9.3% from March 2012 to reach QR46bn as at 31 March 2013. The capital adequacy ratio stood at 20.5% as at 31 March 2013, far higher than the regulatory requirements of QCB and the Basel Committee. The Group is keen to maintain a strong capitalisation in order to support future strategic plans.

- Significant expansion of international presence

During the first quarter of 2013, QNB Group has successfully completed the acquisition of a controlling stake in NSGB amounting to 97.12%, which included the full stake of Soci?t? G?n?rale - France amounting to 77.17% along with 19.95% acquired from other shareholders.

This acquisition is considered one of the largest in the Middle East and is in line with QNB Group's strategy to expand its presence in selected markets in the region that have a strong growth potential. This acquisition is an important step for QNB Group to realise its vision of being a Middle East and Africa Icon by 2017.
